I have read over the attached procedure and agree that it provides the mechanism for comparing trajectories for small time increments around a propulsive maneuver.  As long as the content of the trajectory files being compared is correct, then this will answer my action item.

§ Area of Concern: Use DSN tracking as independent check on ÄV

§ Action: Maneuver reconstruction does not appear to use the independent

measurement from DSN tracking. The on-board telemetry-based calibration of a

maneuver is subject to biases, and does not indicate effective ÄV (e.g.,

accelerometer closed-loop maneuver telemetry will indicate a perfect maneuver

cutoff even though there may be an under/over burn). I recommend using the

DSN tracking to provide a valuable, independent measure of the effective ÄV

from each maneuver. This information can be used to calibrate the maneuver

system (including thruster characteristics and impingement effects) after a few

maneuvers. Although the line-of-sight information from DSN is helpful, I

recommend estimating the maneuver ÄV directly in the orbit determination

process based on an arc of DSN tracking that spans a few days either side of the

maneuver. If the STK program is unable to perform such a maneuver estimate,

consider using JPL or KinetX capabilities to provide this direct estimate.

Maneuver reconstruction from DSN data has been used for maneuver calibration

on NEAR, CONTOUR, MESSENGER, and eventually New Horizons. (Slide:
