Bobby Williams and Mike Packard have responded positively now to 
Neil Ottenstein's response.
Since he prepared it, there have been weekly telecons with JPL-DSN, 
FDF, and APL to coordinate work on the initial acquisition in 
detail.  Since the trajectories are all the same relative to the 
Earth within a launch opportunity, the same ephemeris can be used 
for the whole opportunity (2 minutes long for the first one and 15 
minutes long for the second one); only an offset time needs to be 
applied for a launch that occurs after the start of an opportunity.
